Dear downlinking and beaming an FTA channel (from sources like C-band etc) by dth operators on their own is not allowed. The broadcaster has to pay carriage fees and complete formalities before being onboard.

Not only this if the channel does not become popular, then there is a chance of it being removed from dth.

what is scenario if dth operator want to have that fta channel.i think they have to pay amount to broadcaster?

If an FTA channel is required by a dth operator either due to public demand or other reasons, they will formally send "Request for Proposal" (RFP) to the channel management. If the channel management agrees to pay the carriage fees then the channel is added after necessary paperwork.

In case of some extremely popular high revenue generating channels (for dth operator) like those of MediaPro (Star-Zee-DEN) venture, the dth operator has to pay the carriage fees to the channel network distributor. In this, instead of RFP, they issue "Request for Quote" (RFQ)
